A priority benefits package consists of 2 sub-packages.
Essential health services package
The package of essential health services includes preventive, promotive, curative, rehabilitative and palliative health services aimed at individuals typically delivered through five levels of health care ‒ community level, primary health care facilities, first level hospitals, tertiary level hospitals and at the population level. Providing essential health care services is the primary responsibility of the health sector.
Package of intersectoral interventions
The package of intersectoral interventions comprises interventions and policies primarily driven by ministries of health but in collaboration with other sectors or even led by other sectors. Implementation of these interventions and policies requires multisectoral action. Services within this package are aimed at the population at large, not individuals.
