Service Availability and Readiness Assessment (SARA) report

In 2016–2017 for the first time in the history of Libya a comprehensive assessment of all public health facilities has been done resulting in the formulation of the final Service Availability and Readiness Assessment (SARA) report.

Availability of this report about Libya is a timely step towards enhancing the planning and technical assistance provided by the national health authorities, WHO and health partners. 

The SARA results showed unacceptably low general readiness score of 45% for primary health care facilities, and indicated that the capacity to provide basic health services in these facilities is severely constrained. The greatest limitation is in the availability of basic medicines, with a score of only 16%. Urgent action is required to restore essential medicine supplies and improve the availability of diagnostics, as these two domains represent both the highest need and the best potential for improvement for both hospitals and PHC facilities.
